So the Gemara asks:
 
 
ועד כמה
How
long should one learn before he's considered "fit to rule?"

 
The Gemara answers:
 
 
עד ארבעין שנין
Forty years.

איני
Is it true
that one shouldn't issue rulings if he didn't learn for forty years?

והא רבה אורי
But Rabbah
issued
rulings
and he only lived until close
He was a descendant of the house of Eli and was included in the curs of a short life
forty .

 
So he must have had less than forty years of learning.
 
The Gemara answers:
 
 
בשוין:
If one is
equal
to the Rav of the city, one may issue Halachic rulings even if he didn't spend so much time learning
.

And ascetic wounds

The Rabbis
taught in a Braisa
:

שבעה פרושין הן
There are seven types of
bad
ascetics:

פרוש שיכמי פרוש נקפי פרוש קיזאי פרוש מדוכיא פרוש מה חובתי ואעשנה פרוש מאהבה פרוש מיראה
1.
A Shichmi ,
2.
Nakfi ,
3.
Kizai ,
4.
Meduchia ,
5.
"What's my obligation and I will do it" ascetic,
6.
An ascetic
out of
love and
7.
An ascetic
out of
fear.

 
The Gemara will now explain them:
 
 
פרוש שיכמי זה העושה מעשה שכם
1.
A Shichmi ascetic acts as
the residents of
Shechem,
who circumcised themselves for ulterior motives
.

פרוש נקפי זה המנקיף את רגליו
2.
A Nakfi ascetic is one who
walks so modestly that he
knocks his
toes against rocks
.

פרוש קיזאי א"ר נחמן בר יצחק זה המקיז דם לכתלים
3.
Rabbi Nachman bar Yitzchak explained that a Kizai ascetic
pretends to close his eyes so he won't see anything inappropriate, and as a result bumps into walls and
splatters
his
blood
on them
.

פרוש מדוכיא אמר רבה בר שילא דמשפע כי מדוכיא
4.
Rabbah bar Shila
explained that a
Meduchia ascetic is bent over like a pestle.

 
The Gemara asks why are the following type of ascetics included on the list:
 
 
פרוש מה חובתי ואעשנה הא מעליותא היא
5. But isn't it good to say
"What's my obligation and I will do it"?

אלא דאמר מה חובתי תו ואעשנה
Rather,
the reason this ascetic was added to the list is because he's really saying
"What
more
can I do and I'll do it".

 
He's not trying to improve himself. He's just advertising his supposed greatness.
 
 
פרוש מאהבה פרוש מיראה
6. 7.
An "ascetic due love" and an "ascetic due to fear":

אמרו ליה אביי ורבא לתנא לא תיתני פרוש מאהבה פרוש מיראה
Abaye and Rava told
the one who repeated this Braisa in front of the academy not to include
an "ascetic out of love" and an "ascetic out of fear",

דאמר רב יהודה אמר רב לעולם יעסוק אדם בתורה ובמצות אפי' שלא לשמה שמתוך שלא לשמה בא לשמה
Because Rav Yehuda said in the name of Rav that one should always learn Torah and do Mitzvahs even
for the wrong intent
, as from
learning Torah and doing Mitzvahs for
the wrong intent,
he
will come
to perform them for the right
intent.

אמר רב נחמן בר יצחק דמטמרא מטמרא ודמגליא מגליא
Rav Nachman bar Yitzchak said
that those sins which
are hidden
from man,
are hidden, and
those sins which
are revealed
to man
, are revealed.

בי דינא רבה ליתפרע מהני דחפו גונדי
And the
Heavenly
Court will pay back to those
fakers
who wear
black cloaks like the ascetics but are really sinners
.

 
 
 
אמר לה ינאי מלכא לדביתיה אל תתיראי מן הפרושין ולא ממי שאינן פרושין
King Yannai told his wife not to be scared neither from the ascetics nor from those who are
openly
non-ascetics .

 
King Yannai was an evil Chashmonean king who killed many Rabbis and was a heretic. Here, he was planning his children's future reign, telling his wife that she should appeal to both the Rabbis and the Sadducees. He knew that both would support them for two opposite reasons:
 
The Rabbis wouldn't oppose the because they weren't at fault that their father was so evil.
 
The Sadducees were his friends and would support his children.
 
 
אלא מן הצבועין שדומין לפרושין
But she should be afraid of those
who pretend
to be ascetics
,

שמעשיהן כמעשה זמרי ומבקשין שכר כפנחס:
For their actions are that of Zimri, and
yet
demand the reward of Pinchas.

 
 
 

Mishna
The Mishna cites an argument:
ר"ש
רבי שמעון
אומר אין זכות תולה במים המרים
Rabbi Shimon said that merit doesn't delay
the punishment of the bitter
water,

ואם אתה אומר הזכות תולה במים המאררין
For
had
merit held
punishment
at abeyance,

מדהה אתה את המים בפני כל הנשים השותות ומוציא אתה שם רע על הטהורות ששתו
The
threat of drinking the bitter
waters will be lessened
and those who survived
will not be rehabilitated.

שאומרים טמאות הן אלא שתלתה להן זכות
For
onlookers will say that the survivors
were immoral, but
they had
merits
(so their death was only
postponed,
but not canceled).

 
 
 
רבי אומר הזכות תולה במים המאררים
Rebbi says
that
merit
can
postpone
the affect of the Sotah
waters:

ואינה יולדת ואינה משבחת אלא מתנוונה והולכת
She doesn't give birth and doesn't improve, but she wastes away.

לסוף היא מתה באותה מיתה
Her end is that
she dies from the
same
death
as other guilty Sotahs die.

 
So people will be able to tell if someone was guilty or innocent.
 
 
The Mishna will now discuss the law of the Sotah's Mincha offering:
נטמאת מנחתה
If her Mincha became Tamei,

עד שלא קדשה בכלי הרי היא ככל המנחות ותפדה
If it was
not yet sanctified in a vessel, the same laws apply to this Mincha
as to all other Minchas
and it may
be redeemed.

ואם משקדשה בכלי הרי היא ככל המנחות ותשרף
If,
on the other hand, her Mincha
was
already
sanctified in a vessel, the same laws
apply to this Mincha
as to all other Minchas
(and it must be
burned
).
