הלא המה בעבר הירדן
The verse says:
"Are they not on the other side of the Jordan" -

מעבר לירדן ואילך דברי רבי יהודה
Rabbi Yehuda says that
Mount Grizim and Mount Eival
were some distance away on the other side of the Jordan.

אחרי דרך מבוא השמש
"Behind the way of the sun" -

מקום שחמה זורחת
To get to Mt. Grizim and Mt. Eival from where the Jews were encamped in the desert, one must travel far from
"the rising sun"
(which is the east), so one travels to the western side of Israel.

בארץ הכנעני היושב בערבה
"In the land of the Canaanites that dwell in the Arabah" -

אלו הר גריזים והר עיבל שיושבין בהם כותיים
This
Mt. Grizim and Mt. Eival
is the Mt. Grizim and Mt. Eival where,
in the time of the Gemara,
the close
After Sancheriv exiled the northern Ten Tribes, he transferred the Cutheans into their former territory.

Rabbi Elazar the son of Rabbi Yossi said that the Cutheans forged their scripture
(to say that Mt. Grizim is next to Shechem)
.

 
The Cutheans believed that Mt. Grizim was a holy mountain, and build a Temple on top of it. However, as the Written Torah doesn't say where the mountain is located (and the Cutheans didn't believe in the Oral Torah), they had to edit their scripture to explicitly say that Mt. Grizim is next to Shechem.
 
Rabbi Elazar said that this was foolish, as ...
 
 
אמרתי להם זייפתם תורתכם ולא העליתם בידכם
I told them that
despite their
forgery, they were unsuccessful
at removing the necessity for the Oral Torah,

כלום שאתם אומרים אלוני מורה שכם אף אנו מודים שאלוני מורה שכם
For while we agree that Elonei Moreh is next to Shechem,
unlike them we have a source.

אנו למדנוה בגזרה שוה אתם במה למדתום
We,
who believe in the Oral Torah
learned that
Elonei Moreh is next to Shechem
from a Gezeira Shava .
But
what source
do the Cutheans have?

 
And there's no source in the Written Torah. So if they don't keep the Oral Torah, they can't really keep the Written Torah!
 
 
 
רבי אלעזר אמר הלא המה בעבר הירדן סמוך לירדן
Rabbi Eliezer said that
the verse
"Are they not on the other side of the Jordan" means that
Mt. Grizim and Mt. Eival
was
close
to the Jordan.

 
Rabbi Yehuda said that "on the other side of the Jordan" means that Mt. Grizim is far from the Jordan, while Rabbi Eliezer said that it means that it's close to the Jordan.
 
 
דאי מעבר הירדן ואילך הלא כתיב והיה בעברכם את הירדן
One cannot say that Elonei Moreh is far from the Jordan
since
the verse
says "When you cross the Jordan"
which implies that the stones must be placed on Mt. Eival that very day.

אחרי דרך מבוא השמש מקום שהחמה שוקעת
"Behind the way of the sun" -
To get to Mt. Grizim and Mt. Eival from where the Jews were encamped in the desert, one must travel far from
"the setting sun"
(which is the west), so it's on the eastern side of Israel.

 
 
 
בארץ הכנעני ארץ חוי היא
"In the land of the Canaanite" -
The location are in the land of the Canaanites, which cannot be next to Shechem since Shechem was in
was the land of the Chivites,

היושב בערבה והלא בין הרים וגבעות הן יושבין
"That dwell in the plain" -
Mt. Grizim couldn't be next to Shechem since Shechem
is in the mountains.

מול הגלגל והלא לא ראו את הגלגל
"Opposite Gilgal" -
As Mt. Grizim is far from Gilgal, why does the verse mention it here?

The Gemara Answers:
רבי אליעזר ב"י
בן יעקב
אומר לא בא הכתוב אלא להראות להן דרך בשניה כדרך שהראה להן בראשונה
Rabbi Eliezer the son of
Yaakov
said that the verse gave walking directions
when the Jews came to Israel
the same way
Hashem gave directions to the Jews when the came out of Egypt.

דרך בדרך לכו ולא בשדות וכרמים
"The way" - Go by the roads and not through the fields and vineyards,

היושב בישוב לכו ולא במדברות
"Go through the settled areas" - and not through the deserts,

בערבה בערבה לכו ולא בהרים וגבעות
"Go through the plain" - and not through mountains and hills.

 
Hashem told the Jews to conquer Israel through the Canaanite land, and not through the (mountainous) Chivi land.

taught:

כיצד עברו ישראל את הירדן
In what way
did the Jews cross the Jordan?

The Braisa lists two differences between the way the Jews traveled normally and the way they crossed the Jordan:
בכל יום ארון נוסע אחר שני דגלים
1.
Every day the Aron traveled after two camps,

והיום נסע תחילה
And on that day
(when the Jews crossed the Jordan),
the Aron traveled first.

שנאמר הנה ארון הברית אדון כל הארץ עובר לפניכם
As
the verse
says "Behold, the Aron of the covenant of the Master of all the earth passes on before you over the Jordan."

בכל יום ויום לוים נושאין את הארון והיום נשאוהו כהנים
2.
Every day the Levites would carry the Aron, while
when the Jews crossed the Jordan
, the Kohanim carried it,

שנאמר והיה כנוח כפות רגלי הכהנים נושאי ארון ה'
השם
וגו'
As
the verse
says "and it shall come to pass, when the soles of the feet of the Kohanim that bear the Aron of Hashem, the Master of all the earth".

תניא רבי יוסי אומר בשלשה מקומות נשאו כהנים את הארון
Rabbi Yossi said that the Kohanim carried the Aron three
times:

כשעברו את הירדן
1.
When the Jews crossed the Jordan
river,

וכשהסיבו את יריחו
2.
When the Jews surrounded Jericho
in Yehoshua's time,

וכשהחזירוהו למקומו
3.
And when
the Jews
returned
the Aron
to its place
in Yerushalayim.
